Livonia, as a historical region, was established around the 13th century and existed until the 16th century. Following the Livonian War, the region lost its independence and became part of the Polish-Lithuanian Commonwealth. During the period of Livonia, Liepupe Manor was governed by the Pitkever, Ikskilu, and Koskula families until it was sold in 1490 to a representative of the Livonian nobility, Voldemārs Rouzens.
